Go for some non-impact CV (Swimming/ Cycling) to give the legs a rest for a week or so.
Everyone's different mate, but I'd certainly consider changing your trainees & getting good quality sports insoles. When you start your runs again, do them initially on grass, sand & treadmill.
Do not run in boots at all. Do not run carrying any weights.
There's no shame putting back your PRMC if need be, but you need to get rid of the shin splints as there is absolutely no way on earth you will complete PRMC, let alone Recruit Training with shin-splints.
